Condo buildings
State rules count a condominium building as a facility. The association should hear about a unit remodel before it starts, because the work shares walls, ceilings and air with the next unit.
Rental houses and small buildings
By itself, a house or a four-unit building falls outside the state rules. Put several with the same owner into one renovation, all within 660 feet of each other, and the federal rule may group them.
Where the four-unit line falls
If your building has more than four units, you need a survey before renovating or demolishing it. In a public building, DSHS-licensed people do the sampling and removal, and DSHS needs notice at least 10 working days before abatement.

Frequently asked questions
At how many units do the state rules apply?
Above four units. A single private residence, or one apartment building of four or fewer, is excluded; the federal installation rule can still reach a group of small buildings handled as one project.
Do I need to tell tenants?
The state rule about informing people is aimed at workers. In a public building, the owner must tell anyone doing construction, maintenance or renovation where the asbestos-containing material is. Notifying residents is something we plan with you when the work is scheduled.
What does apartment abatement cost?
Ten units is not ten times one unit, and a hallway ceiling is not a kitchen floor. The number of rooms, the materials, occupancy and access all shape the quote.
